Narrative:

On aug/tue/96, I was working the radar position at the dunkirk sector at ZOB. I took a manual handoff from toronto center on air carrier X as the aircraft was leaving 8000 ft. When the aircraft checked on the frequency I could not see the code or datablock. I called toronto center to see if they could see a target. They responded that they could and told me that the aircraft was leaving 13500 ft! It was not until the aircraft reached thorl intersection and 17500 ft that I could see the target and then start a track. This is not the first time that aircraft have disappeared into this 'black hole.'

WHEN THE ACFT CHKED ON THE FREQ I COULD NOT SEE THE CODE OR DATABLOCK. I CALLED TORONTO CTR TO SEE IF THEY COULD SEE A TARGET. THEY RESPONDED THAT THEY COULD AND TOLD ME THAT THE ACFT WAS LEAVING 13500 FT! IT WAS NOT UNTIL THE ACFT REACHED THORL INTXN AND 17500 FT THAT I COULD SEE THE TARGET AND THEN START A TRACK. THIS IS NOT THE FIRST TIME THAT ACFT HAVE DISAPPEARED INTO THIS 'BLACK HOLE.'
