Narrative:

Filed IFR, pdk direct atl, V97 pratz intersection, direct 11J (early county, GA). WX reported something like ceiling 4500 ft, 5 mi visibility, haze. Got clearance while taxiing and it read 'cleared 11J by radar vectors to intercept V97 pratz intersection direct to 11J. Climb 3000 ft expect 7000 ft in 10 mins, squawk (it's in the aircraft) departure frequency atl 119.3. Contact tower 120.9 when #1 for takeoff.' when I was #1, tower reported a 8 min delay for my departure. I said I'd depart VFR. He gave me 1200 squawk and asked what direction. I said 270 degrees, was cleared for takeoff turned 270 degrees. Was told approach would not let me pick up my IFR airborne. I sad no problem. I had to ask for a radio change. I then called departure 119.3 asked if he had time for VFR handling. He gave me a squawk and said remain outside atl class B. About 2 mins later the controller asked if I was talking to dobbins tower. I said, 'no, I'm talking with you.' he said squawk 1200, contact dobbins tower. I had to ask tower's frequency. He gave it to me. I called dobbins and told him I was talking to departure when departure told me to contact him (dobbins). He said he was watching me and asked what he could do for me. I told him I was VFR heading for csg. I said I was sorry, and he said 'no problem.' then he told me to contact fty tower. I contacted fty for VFR through his class D. Was given squawk and cleared at 3000 ft southwest through his area. After leaving his class D, squawked 1200 intercepted 360 degree csg and flew south (180 degrees) about 35 mi north of csg. Contacted csg approach and asked for an IFR to 11J at 7000 ft. He gave it to me and continued to 11J. My errors were: 1) I should have waited the 8 mins and flown my IFR plan, as I do always. (We are in atl at least once a week.) 2) I misread my class B VFR commercial chart. I thought it said I was in the 3500 ft level but actually was in the 6000 ft level. I could have climbed to 5500 ft and stayed clear of atl class B and mge class D. In my haste, I didn't take the time required to study the VFR commercial chart. I don't fly VFR in atl that much. I'm always IFR just because of the different airspace in the area.

I SAID, 'NO, I'M TALKING WITH YOU.' HE SAID SQUAWK 1200, CONTACT DOBBINS TWR. I HAD TO ASK TWR'S FREQ. HE GAVE IT TO ME. I CALLED DOBBINS AND TOLD HIM I WAS TALKING TO DEP WHEN DEP TOLD ME TO CONTACT HIM (DOBBINS). HE SAID HE WAS WATCHING ME AND ASKED WHAT HE COULD DO FOR ME. I TOLD HIM I WAS VFR HEADING FOR CSG. I SAID I WAS SORRY, AND HE SAID 'NO PROB.' THEN HE TOLD ME TO CONTACT FTY TWR. I CONTACTED FTY FOR VFR THROUGH HIS CLASS D. WAS GIVEN SQUAWK AND CLRED AT 3000 FT SW THROUGH HIS AREA. AFTER LEAVING HIS CLASS D, SQUAWKED 1200 INTERCEPTED 360 DEG CSG AND FLEW S (180 DEGS) ABOUT 35 MI N OF CSG. CONTACTED CSG APCH AND ASKED FOR AN IFR TO 11J AT 7000 FT. HE GAVE IT TO ME AND CONTINUED TO 11J. MY ERRORS WERE: 1) I SHOULD HAVE WAITED THE 8 MINS AND FLOWN MY IFR PLAN, AS I DO ALWAYS. (WE ARE IN ATL AT LEAST ONCE A WK.) 2) I MISREAD MY CLASS B VFR COMMERCIAL CHART. I THOUGHT IT SAID I WAS IN THE 3500 FT LEVEL BUT ACTUALLY WAS IN THE 6000 FT LEVEL. I COULD HAVE CLBED TO 5500 FT AND STAYED CLR OF ATL CLASS B AND MGE CLASS D. IN MY HASTE, I DIDN'T TAKE THE TIME REQUIRED TO STUDY THE VFR COMMERCIAL CHART. I DON'T FLY VFR IN ATL THAT MUCH. I'M ALWAYS IFR JUST BECAUSE OF THE DIFFERENT AIRSPACE IN THE AREA.
