Narrative:

When cleared for the VOR runway 13L to jfk, we were provided a vector to intercept the 223 degree radial (inbound course for the approach) off the canarsie VOR. Clearance was read back. Both navigation radios in the aircraft were improperly set to jfk VOR. As a result, we intercepted and tracked the incorrect inbound radial for the approach. Problem was corrected shortly after the intercept, and a new vector was given by ny approach to the correct inbound course for the VOR approach.
