Narrative:

Our skydiving operation works with dfw approach on every load, even though we are outside their controling airspace. This aids in their vectoring arrs over our airspace (permanent skydiving NOTAM filed) when we are not dropping. This particular day, ATC was working the flow for north lndgs, the opposite end from us. On every climb out of 4000 ft I would call in my drop altitude, but they would only tell me remain clear of class B, instead of radar contact, advise 1 min prior to drop. On this particular load I did not bother calling in at 4000 ft, and called 1 min till jump on 2 other frequencys. There was an unseen cessna below that came in close proximity to the skydivers. This cessna was on flight following, and off the airway. ATC did not notify me of traffic or notify the cessna of dropping traffic. The cessna was also off the airway, and did not check for NOTAMS on their route. I think that if the cessna pilot had checked NOTAMS and stayed on the airway he would not have been a factor. ATC knew I was close to drop altitude, but did not correlate the 2 planes. If I could have seen the plane I would have held the jumpers.

Title: PLT FLYING SKYDIVE ACFT COMPLAINS OF A CLOSE ENCOUNTER BTWN HIS JUMPERS AND A CESSNA TYPE ACFT IN PROX OF TCA, CLASS B AIRSPACE.

Narrative: OUR SKYDIVING OP WORKS WITH DFW APCH ON EVERY LOAD, EVEN THOUGH WE ARE OUTSIDE THEIR CTLING AIRSPACE. THIS AIDS IN THEIR VECTORING ARRS OVER OUR AIRSPACE (PERMANENT SKYDIVING NOTAM FILED) WHEN WE ARE NOT DROPPING. THIS PARTICULAR DAY, ATC WAS WORKING THE FLOW FOR N LNDGS, THE OPPOSITE END FROM US. ON EVERY CLB OUT OF 4000 FT I WOULD CALL IN MY DROP ALT, BUT THEY WOULD ONLY TELL ME REMAIN CLR OF CLASS B, INSTEAD OF RADAR CONTACT, ADVISE 1 MIN PRIOR TO DROP. ON THIS PARTICULAR LOAD I DID NOT BOTHER CALLING IN AT 4000 FT, AND CALLED 1 MIN TILL JUMP ON 2 OTHER FREQS. THERE WAS AN UNSEEN CESSNA BELOW THAT CAME IN CLOSE PROX TO THE SKYDIVERS. THIS CESSNA WAS ON FLT FOLLOWING, AND OFF THE AIRWAY. ATC DID NOT NOTIFY ME OF TFC OR NOTIFY THE CESSNA OF DROPPING TFC. THE CESSNA WAS ALSO OFF THE AIRWAY, AND DID NOT CHK FOR NOTAMS ON THEIR RTE. I THINK THAT IF THE CESSNA PLT HAD CHKED NOTAMS AND STAYED ON THE AIRWAY HE WOULD NOT HAVE BEEN A FACTOR. ATC KNEW I WAS CLOSE TO DROP ALT, BUT DID NOT CORRELATE THE 2 PLANES. IF I COULD HAVE SEEN THE PLANE I WOULD HAVE HELD THE JUMPERS.
