Narrative:

The DC9 exited runway 27 at taxiway B5 was told to join taxiway B to hold short of runway 27 at taxiway B4 for crossing. I coordinated for a crossing through interphone, was told to hold the aircraft. I advised the aircraft to hold short of runway 27, observing this. Thereafter a request for pushback was made. In the same moment I observed DC9 crossing runway. I immediately advised local control who canceled takeoff clearance, their traffic had not entered the runway. I advised the pilot of DC9 he was told to 'hold short of runway 27.' pilot advised he had heard to cross, and read this back. I feel his transmission probably got blocked by the pushback request and wasn't heard by me. This particular incident was of no danger since the relation of departure aircraft was still on taxiway proceeding to runway and DC9 had already crossed before the departure reached the runway.

Title: ATCT GND CTLR OBSERVED A DC9 CLR THE RWY AS INSTRUCTED AND GAVE HIM TAXI INSTRUCTIONS WITH A HOLD SHORT OF RWY 27 AT TXWY B4 AFTER COORDINATING WITH THE LCL CTLR. SUBSEQUENTLY HE WAS CALLED FOR PUSHBACK CLRNC FROM ANOTHER ACFT AND WHEN THE GND CTLR LOOKED BACK AT THE RWY HE SAW THE DC9 XING THE RWY. THE LCL CTLR CANCELED A TKOF CLRNC FOR ANOTHER ACFT THAT WAS NOT YET AT THE RWY. DC9 PLT THOUGHT HE HAD BEEN CLRED TO CROSS THE RWY.

I ADVISED THE ACFT TO HOLD SHORT OF RWY 27, OBSERVING THIS. THEREAFTER A REQUEST FOR PUSHBACK WAS MADE. IN THE SAME MOMENT I OBSERVED DC9 XING RWY. I IMMEDIATELY ADVISED LCL CTL WHO CANCELED TKOF CLRNC, THEIR TFC HAD NOT ENTERED THE RWY. I ADVISED THE PLT OF DC9 HE WAS TOLD TO 'HOLD SHORT OF RWY 27.' PLT ADVISED HE HAD HEARD TO CROSS, AND READ THIS BACK. I FEEL HIS XMISSION PROBABLY GOT BLOCKED BY THE PUSHBACK REQUEST AND WASN'T HEARD BY ME. THIS PARTICULAR INCIDENT WAS OF NO DANGER SINCE THE RELATION OF DEP ACFT WAS STILL ON TXWY PROCEEDING TO RWY AND DC9 HAD ALREADY CROSSED BEFORE THE DEP REACHED THE RWY.
