Narrative:

There is a restrict light at the local control position. The light was on to restrict aircraft at 2000 ft. Power outage occurred and light went off, but did not return with power. Local controllers were climbing aircraft to 3000 ft. 1/2 of all operrors at lax can be attributed to the restrict light. Pilots are always questioning the initial altitude. Eventually there will be an accident with a loss of life unless the restrict light at lax tower is removed. It could be controller or pilot error. Please do something since the FAA western pacific regional office will not.
