Narrative:

The pilot of a beech baron called lch approach and asked for radar flight following from lch to aap. A flight plan was entered in the fdio equipment, showing the aircraft to be at the lch 253 degree radial, 29 mi DME fix. This is well within lch airspace, as the altitude of the aircraft was entered at 8500 ft. Immediately afterward, the pilot requested a VFR descent to 6500 ft, which would put the aircraft in bpt approach's airspace. When the attempt was made to amend the altitude to 6500 ft via the fdio equipment, we received the message 'not your control.' the aircraft was within lch airspace, on our frequency, and on our ARTS tag. We believe this message occurred because of failure of the ZHU computer to interact correctly with our ARTS program. When this failure occurs, an approach controller is distracted from his duties by having to call the center and have them make the amendment. It also distracts the center controller from his separation duties. This has been an ongoing problem for aircraft under VFR and IFR flight plans. Callback conversation with reporter revealed the following information: analyst called a center automation specialist who supported analyst's understanding that once a center flight plan is activated (track file started in the center) no changes may be made to the flight plan by other facilities using the fdio. Analyst contacted reporter and referred to the information received from the center automation specialist that once a flight plan is activated the 'not your control' message would be received any time an attempt is made to change the flight plan through the fdio. Reporter was responsive and indicated appreciation for the information.

Title: AN AMENDED ALT INPUT IN THE FDIO WAS REJECTED BY THE CTR WITH 'NOT YOUR CTL' MESSAGE. RPTR BELIEVED THIS OCCURRED BECAUSE THE CTR COMPUTER WAS NOT INTERACTING CORRECTLY WITH THE ARTS PROGRAM.

IMMEDIATELY AFTERWARD, THE PLT REQUESTED A VFR DSCNT TO 6500 FT, WHICH WOULD PUT THE ACFT IN BPT APCH'S AIRSPACE. WHEN THE ATTEMPT WAS MADE TO AMEND THE ALT TO 6500 FT VIA THE FDIO EQUIP, WE RECEIVED THE MESSAGE 'NOT YOUR CTL.' THE ACFT WAS WITHIN LCH AIRSPACE, ON OUR FREQ, AND ON OUR ARTS TAG. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: ANALYST CALLED A CTR AUTOMATION SPECIALIST WHO SUPPORTED ANALYST'S UNDERSTANDING THAT ONCE A CTR FLT PLAN IS ACTIVATED (TRACK FILE STARTED IN THE CTR) NO CHANGES MAY BE MADE TO THE FLT PLAN BY OTHER FACILITIES USING THE FDIO. ANALYST CONTACTED RPTR AND REFERRED TO THE INFO RECEIVED FROM THE CTR AUTOMATION SPECIALIST THAT ONCE A FLT PLAN IS ACTIVATED THE 'NOT YOUR CTL' MESSAGE WOULD BE RECEIVED ANY TIME AN ATTEMPT IS MADE TO CHANGE THE FLT PLAN THROUGH THE FDIO. RPTR WAS RESPONSIVE AND INDICATED APPRECIATION FOR THE INFO.
