ARTCC radar controller overlooked traffic at FL290 below a B737 that he was going to descend and started the B737 down to lower altitude. Reporter realized the potential conflict and stopped the B737 descent, but separation was lost.

Narrative:

Air carrier Y, B737 was eastbound at FL290. Air carrier X (CL65) was nebound at FL310. Due to an oversight I descended air carrier X to FL290 and put the aircraft in conflict with the air carrier Y jet. I quickly realized this oversight and stopped the air carrier X jet's descent at FL303, but lost separation. The error was one of oversight.
