Narrative:

On handoff to socal approach just outside arnes we received approach clearance for the ILS to runway 25L, lax. We also received a speed reduction to 210 KTS. No mention of any point in space or altitude restrs to said approach was received. As we slowed and descended we commenced to use the runway 25L GS for vertical guidance. Somewhere near fuelr we apparently infringed on some other airspace parameters as socal informed us we were to cross fuelr at or above 8000 ft. Our belief is that clearance for the approach at arnes gives us access to all elements of that approach (including a GS) that have been idented and deemed reasonable and reliable. Perhaps the civet STAR should extend to fuelr with altitude restrs, with the ILS 25L commencing from that point. The altitude restrs listed on any ILS approach plate are typically used for localizer only approachs where the GS is unavailable. This fact further complicates matters. At no time on our approach did we deviate from the ILS approach guidance by more than 1/2 DOT. Conversation on the ground basically seemed to address the 'cleared for the approach' issue and what each party (socal and flight crew) interpreted it.

Title: FLC CONFUSION WITH APCH CLRNC CAUSES DSCNT BELOW XING RESTR AT FUELR INTXN ON THE ILS RWY 25L APCH AT LAX.

Narrative: ON HDOF TO SOCAL APCH JUST OUTSIDE ARNES WE RECEIVED APCH CLRNC FOR THE ILS TO RWY 25L, LAX. WE ALSO RECEIVED A SPD REDUCTION TO 210 KTS. NO MENTION OF ANY POINT IN SPACE OR ALT RESTRS TO SAID APCH WAS RECEIVED. AS WE SLOWED AND DSNDED WE COMMENCED TO USE THE RWY 25L GS FOR VERT GUIDANCE. SOMEWHERE NEAR FUELR WE APPARENTLY INFRINGED ON SOME OTHER AIRSPACE PARAMETERS AS SOCAL INFORMED US WE WERE TO CROSS FUELR AT OR ABOVE 8000 FT. OUR BELIEF IS THAT CLRNC FOR THE APCH AT ARNES GIVES US ACCESS TO ALL ELEMENTS OF THAT APCH (INCLUDING A GS) THAT HAVE BEEN IDENTED AND DEEMED REASONABLE AND RELIABLE. PERHAPS THE CIVET STAR SHOULD EXTEND TO FUELR WITH ALT RESTRS, WITH THE ILS 25L COMMENCING FROM THAT POINT. THE ALT RESTRS LISTED ON ANY ILS APCH PLATE ARE TYPICALLY USED FOR LOC ONLY APCHS WHERE THE GS IS UNAVAILABLE. THIS FACT FURTHER COMPLICATES MATTERS. AT NO TIME ON OUR APCH DID WE DEVIATE FROM THE ILS APCH GUIDANCE BY MORE THAN 1/2 DOT. CONVERSATION ON THE GND BASICALLY SEEMED TO ADDRESS THE 'CLRED FOR THE APCH' ISSUE AND WHAT EACH PARTY (SOCAL AND FLC) INTERPRETED IT.
