Narrative:

Flew to rdg from N88 to test the plane following an annual. Landed in rdg and was told to stay with tower to taxi to FBO. Deplaned and refueled. Returned to plane and tuned in ATIS which gave runway 31 as the active. Ground was overworked with numerous calls (I believe one person was working tower and ground). I called when there was a break in taxi requests but was told to wait and they would get back. Other planes were being treated the same. Finally the started calling planes and told them to taxi to runway 31. After another delay I was told to taxi to runway 31 without further taxi instructions and no 'hold shorts.' taxiway B is the shortest way to runway 31 from FBO and shortly after turning onto taxiway B there is an intersection for runway 36. Ground frequency was very busy and although not told to 'hold short' of runway 36 I still called ground and told them of my intentions of crossing runway 36. There was no reply so I crossed. As I got to the other side I heard 'ground' tell a plane to go around. I looked to my right and between 1/2 and 1 mi away while still a couple hundred ft in the air a small plane leveled off. At the same time a plane crossed runway 36 on the taxiway just no F me. I don't believe I did anything wrong. I was cleared to runway 31 which meant I had to cross runway 36. One person seemed to be handling ground and tower and he was very busy and never said anything to me or the other plane that crossed runway 36. He was polite in clearing me to runway 31 and 'hold' after a high wing cessna took off. After holding he cleared me for takeoff without any admonishment. Maybe I was totally correct but the wave off of the plane approaching runway 36 instead of runway 31 (the active) made me think maybe I missed something during the rapid fire communications with an overworked controller. I go into rdg a lot and it is never that busy.

Title: PLT ATC MISCOM. VERY BUSY GND CTLR FREQ AND RPTR PLT WAS CLRED TO RWY 31. RPTR TAXIED VIA THE SHORTEST RTE TO RWY AND, WHEN APCHING ANOTHER RWY, RPTR CONTACTED GND CTL TO CROSS THE RWY. THE RPTR NOTICED AN ACFT GOING AROUND AND HE AND ANOTHER ACFT WERE ON THE RWY TAXIING.

I CALLED WHEN THERE WAS A BREAK IN TAXI REQUESTS BUT WAS TOLD TO WAIT AND THEY WOULD GET BACK. OTHER PLANES WERE BEING TREATED THE SAME. FINALLY THE STARTED CALLING PLANES AND TOLD THEM TO TAXI TO RWY 31. AFTER ANOTHER DELAY I WAS TOLD TO TAXI TO RWY 31 WITHOUT FURTHER TAXI INSTRUCTIONS AND NO 'HOLD SHORTS.' TXWY B IS THE SHORTEST WAY TO RWY 31 FROM FBO AND SHORTLY AFTER TURNING ONTO TXWY B THERE IS AN INTXN FOR RWY 36. GND FREQ WAS VERY BUSY AND ALTHOUGH NOT TOLD TO 'HOLD SHORT' OF RWY 36 I STILL CALLED GND AND TOLD THEM OF MY INTENTIONS OF XING RWY 36. THERE WAS NO REPLY SO I CROSSED. AS I GOT TO THE OTHER SIDE I HEARD 'GND' TELL A PLANE TO GAR. I LOOKED TO MY R AND BTWN 1/2 AND 1 MI AWAY WHILE STILL A COUPLE HUNDRED FT IN THE AIR A SMALL PLANE LEVELED OFF. AT THE SAME TIME A PLANE CROSSED RWY 36 ON THE TXWY JUST NO F ME. I DON'T BELIEVE I DID ANYTHING WRONG. I WAS CLRED TO RWY 31 WHICH MEANT I HAD TO CROSS RWY 36. ONE PERSON SEEMED TO BE HANDLING GND AND TWR AND HE WAS VERY BUSY AND NEVER SAID ANYTHING TO ME OR THE OTHER PLANE THAT CROSSED RWY 36. HE WAS POLITE IN CLRING ME TO RWY 31 AND 'HOLD' AFTER A HIGH WING CESSNA TOOK OFF. AFTER HOLDING HE CLRED ME FOR TKOF WITHOUT ANY ADMONISHMENT. MAYBE I WAS TOTALLY CORRECT BUT THE WAVE OFF OF THE PLANE APCHING RWY 36 INSTEAD OF RWY 31 (THE ACTIVE) MADE ME THINK MAYBE I MISSED SOMETHING DURING THE RAPID FIRE COMS WITH AN OVERWORKED CTLR. I GO INTO RDG A LOT AND IT IS NEVER THAT BUSY.
