Narrative:

Upon arrival at departure airport release called for phone contact with dispatcher. MEL on equipment flow control valve wired closed. Discussed with dispatcher, and dispatcher read MEL restr. Arrived aircraft, and proceeded to board for scheduled departure. Upon reaching cruise altitude MEL was read and restr not covered by phone briefing was noted. By time deviation was discovered, aircraft was already en route.

Title: MEL ITEM AND RESTR WAS DISCUSSED WITH DISPATCH PRIOR TO DEP. DURING FLT, RPTR CAPT READ THE MEL AND REALIZED THAT THERE WERE OTHER RESTRS WITH WHICH THEY WERE NOT COMPLYING.
