Narrative:

I am an aircraft lead mechanic for an airline at ZZZ airport. On jul/xx/96, I reported to work at XX00. Reference aircraft nose number YYY, DC10, make/model. There was a maintenance item in the logbook which stated as follows: lower skin of right horizontal stabilizer and inboard elevator has excessive skin buckling and wrinkling. Supervisor abcd was on a conference call with a line maintenance controller. They reviewed the maintenance item with a DC10 structures engineer and local resident engineer. I was instructed to sign log item as it would be evaluated at end of day's flying jul/xx/96, with an engineering callout (eg callout).
