Narrative:

ZBW gave our flight a clearance to cross 25 mi north of sparta VOR at 7000 ft. Also, ZBW gave the PF a heading to intercept V213 to sparta VOR. I read back the clearance, then got on the #2 radio to get the ATIS, talk to operations, and give a PA to the passenger. When I finished my PA we were established on V213 and descending at 1000 FPM from 14000 ft MSL to 7000 ft MSL. The captain did a direct intercept using LNAV to get established on V213, but somehow got a fix bypass (25 mi north of sparta VOR), and we crossed 25 mi north of sparta at 10000 ft MSL instead of 7000 ft MSL. ZBW said 'expedite to 7000 ft MSL.' I said, 'where's the traffic?' center said, 'there's no traffic, I got to get you down for ZNY airspace.' there was never a traffic conflict. The captain and first officer failed to monitor the airplane descent. The problem could have occurred because the crew was a little tired because 2 nights earlier we were delayed 3 1/2 to 4 hours out of newark (ATC WX delays) and got to bed in cos at XA30 am. Supplemental information from acn 342120: I have flown this route before and usually use flosi intersection (30 DME) for the 7000 ft restr. I do believe the 25 NM fix was put in between flosi and crank, but I first should have had the PNF back me up on raw data, and second, back up the FMS with a 3 degree descent rate. I think from now on I will try to make the crossing restr simpler and use the fix on the route even if it is a little early. I wish ZBW would use the named fix for the 7000 ft crossing restr.

I THINK FROM NOW ON I WILL TRY TO MAKE THE XING RESTR SIMPLER AND USE THE FIX ON THE RTE EVEN IF IT IS A LITTLE EARLY. I WISH ZBW WOULD USE THE NAMED FIX FOR THE 7000 FT XING RESTR.
