Narrative:

On arrival into pdx, experienced a near miss with an unidented aircraft. We were level at 10000 ft MSL, 250 KTS, on a 320 degree vector from approach control when I observed aircraft at 10 O'clock position, at our altitude, less than 1/4 mi. Initiated an immediate right turn. Notified ATC of evasive action. Approach control stated he did not paint the aircraft in question. TCASII provided no visual or aural alert. Landed uneventfully and notified ATC near midair collision report would be filed.
