Narrative:

Pwk ground cleared my aircraft, a PA30, to taxi to runway 12L via taxiway a, and runway 12R. Aircraft were operating off of runway 12L and runway 16, intersecting runways. Pwk has few txwys and runways are routinely used for taxiing including active runways. An aircraft was on final for runway 16 when I was cleared for position and hold on runway 12L. I took position, seeing the aircraft land runway 16 and clear the runway. I was cleared for takeoff and began my takeoff roll. My aircraft was loaded with myself and 3 passenger, and nearly full fuel, and was at maximum gross weight for takeoff, with an outside air temperature near 90 degrees. Just before reaching my decision speed of 100 mph at roughly 2200 ft down the 4400 ft runway a cessna citation jet taxied onto runway 12L in front of me on taxiway a, roughly 3800 ft down the runway and 1600 ft in front of me. I opted to takeoff, raised my gear, traded airspeed for altitude (zooming), cleared the tail of the citation, and lowered my nose to accelerate. After establishing a normal climb, I called to the tower and said 'don't ever put another aircraft on my runway.' my flight continued without further incident. After returning to pwk that afternoon I called the tower. They apologized for the runway incursion, the fault being attributed to the ground controller. Ground operations at pwk can be complex, and should be simplified with specific rules adopted to prevent such incursions. The pilot of the citation should have checked to insure he was taxiing onto a runway that did not have an aircraft with 2 landing lights heading his direction.

Title: TWR CTLR TAXIED A CESSNA CITATION ONTO AN ACTIVE RWY IN FRONT OF A PIPER PA30 TAKING OFF CAUSING THE PA30 TO TKOF PREMATURELY DUE TO ITS MAX GROSS WT. THE PLT LOWERED THE ACFT NOSE TO GAIN MORE FLYING SPD AFTER CLRING THE CITATION ACFT.

Narrative: PWK GND CLRED MY ACFT, A PA30, TO TAXI TO RWY 12L VIA TXWY A, AND RWY 12R. ACFT WERE OPERATING OFF OF RWY 12L AND RWY 16, INTERSECTING RWYS. PWK HAS FEW TXWYS AND RWYS ARE ROUTINELY USED FOR TAXIING INCLUDING ACTIVE RWYS. AN ACFT WAS ON FINAL FOR RWY 16 WHEN I WAS CLRED FOR POS AND HOLD ON RWY 12L. I TOOK POS, SEEING THE ACFT LAND RWY 16 AND CLR THE RWY. I WAS CLRED FOR TKOF AND BEGAN MY TKOF ROLL. MY ACFT WAS LOADED WITH MYSELF AND 3 PAX, AND NEARLY FULL FUEL, AND WAS AT MAX GROSS WT FOR TKOF, WITH AN OUTSIDE AIR TEMP NEAR 90 DEGS. I OPTED TO TKOF, RAISED MY GEAR, TRADED AIRSPD FOR ALT (ZOOMING), CLRED THE TAIL OF THE CITATION, AND LOWERED MY NOSE TO ACCELERATE. AFTER ESTABLISHING A NORMAL CLB, I CALLED TO THE TWR AND SAID 'DON'T EVER PUT ANOTHER ACFT ON MY RWY.' MY FLT CONTINUED WITHOUT FURTHER INCIDENT. AFTER RETURNING TO PWK THAT AFTERNOON I CALLED THE TWR. THEY APOLOGIZED FOR THE RWY INCURSION, THE FAULT BEING ATTRIBUTED TO THE GND CTLR. GND OPS AT PWK CAN BE COMPLEX, AND SHOULD BE SIMPLIFIED WITH SPECIFIC RULES ADOPTED TO PREVENT SUCH INCURSIONS. THE PLT OF THE CITATION SHOULD HAVE CHKED TO INSURE HE WAS TAXIING ONTO A RWY THAT DID NOT HAVE AN ACFT WITH 2 LNDG LIGHTS HEADING HIS DIRECTION.
