Narrative:

Upon takeoff we were cleared to 5000 ft, fly heading of 090 degrees. An air carrier Y B727 took off ahead of us, he was assigned a 110 degree heading, I think. After handoff to departure, we were out of 3300 ft established on a 090 degree heading when departure told us to level off at 3000 ft. Air carrier Y was turned to 040 degrees and he was below us climbing as well and he got an RA during climbing. We saw him as he was making a turn and climbing. I think the B727 for some reason was slow, climbing slowly and ATC was after him to hurry his turn. So I think his reduced performance caused ATC to misjudge spacing and allow the B727 to get close enough for an RA. We didn't see traffic and weren't issued any TA's by ATC, and since we are beech 1900 we'll never outclb or catch a B727 during climb out. We took no evasive action and didn't see the B727's flight path until after his RA turn, so I don't know whether or not any conflict existed or would have been possible.

Title: FLC OF AN LTT WAS INSTRUCTED TO STOP THEIR DEP CLB AND LEVEL OFF AT A LOWER ALT. A B727 CLBING AT A LOWER ALT WAS GIVEN A TURN BY ATC IN RESPONSE TO A TCASII RA RPTED BY THE PLT.

AFTER HDOF TO DEP, WE WERE OUT OF 3300 FT ESTABLISHED ON A 090 DEG HDG WHEN DEP TOLD US TO LEVEL OFF AT 3000 FT. ACR Y WAS TURNED TO 040 DEGS AND HE WAS BELOW US CLBING AS WELL AND HE GOT AN RA DURING CLBING. WE SAW HIM AS HE WAS MAKING A TURN AND CLBING. I THINK THE B727 FOR SOME REASON WAS SLOW, CLBING SLOWLY AND ATC WAS AFTER HIM TO HURRY HIS TURN. SO I THINK HIS REDUCED PERFORMANCE CAUSED ATC TO MISJUDGE SPACING AND ALLOW THE B727 TO GET CLOSE ENOUGH FOR AN RA. WE DIDN'T SEE TFC AND WEREN'T ISSUED ANY TA'S BY ATC, AND SINCE WE ARE BEECH 1900 WE'LL NEVER OUTCLB OR CATCH A B727 DURING CLBOUT. WE TOOK NO EVASIVE ACTION AND DIDN'T SEE THE B727'S FLT PATH UNTIL AFTER HIS RA TURN, SO I DON'T KNOW WHETHER OR NOT ANY CONFLICT EXISTED OR WOULD HAVE BEEN POSSIBLE.
