Narrative:

At pwk the approach end of runway 30R is not visible from the tower due to a hangar. Tower personnel are unable to monitor the progress of aircraft taxiing onto an active runway. Controllers are already restr from taxiing an aircraft into position and hold at the full length and require the aircraft to taxi up to a point where they are visible. Therefore aircraft are still on the active runway in the non visibility area. The only way to alleviate this problem is to either remove hangar 3 or create access to the runway a few hundred ft north of the non visible area. Continuation of the operation as it is, is unsafe.

CTLRS ARE ALREADY RESTR FROM TAXIING AN ACFT INTO POS AND HOLD AT THE FULL LENGTH AND REQUIRE THE ACFT TO TAXI UP TO A POINT WHERE THEY ARE VISIBLE. THEREFORE ACFT ARE STILL ON THE ACTIVE RWY IN THE NON VISIBILITY AREA. THE ONLY WAY TO ALLEVIATE THIS PROB IS TO EITHER REMOVE HANGAR 3 OR CREATE ACCESS TO THE RWY A FEW HUNDRED FT N OF THE NON VISIBLE AREA. CONTINUATION OF THE OP AS IT IS, IS UNSAFE.
