Narrative:

Cleared to descend to 11000 ft. First officer flying expedited descent (due to being held high). Also cleared to come left to heading 160 degrees. During steep descent passing 13000 ft, approach asked us to level at 13000 ft. Captain acknowledge this and set altitude but we were passing through 13000 ft as he did. First officer told approach unable 13000 ft, but we can do 12000 ft. Approach replied with new heading and descend to 9000 ft. Complied with new clearance after leveling briefly at 12000 ft.
