Narrative:

I was working approach at roc when air carrier X reported in after being handed off from center. Air crew reported responding to an RA from a TCASII alert issued from onboard equipment. The other aircraft was at 11500 ft, BE35 eastbound. The air carrier X SF34 was the type of aircraft responding and was supposed to level at 11000 ft, however descended about 500 ft below that without clearance. No mid-air was declared or suggested. Pilot of SF34 reported what the aircraft looked like and no further action taken. Center had issued traffic and verbally coordinated the deviation from assigned altitude after the aircraft reported on.

Title: AN ACR SF34 RESPONDED TO A TCASII RA AND DSNDED 500 FT TO AVOID A VFR BE35 AT 11500 FT. ARTCC ADVISED APCH CTL AFTER THE FACT THAT TFC HAD BEEN GIVEN AND THAT THE SF34 WAS RESPONDING TO THE RA.

NO MID-AIR WAS DECLARED OR SUGGESTED. PLT OF SF34 RPTED WHAT THE ACFT LOOKED LIKE AND NO FURTHER ACTION TAKEN. CTR HAD ISSUED TFC AND VERBALLY COORDINATED THE DEV FROM ASSIGNED ALT AFTER THE ACFT RPTED ON.
