Narrative:

Upon completion of a descent from FL370 to FL200, the power levers were advanced from idle to cruise power. The right engine responded normally, however, the left engine remained at idle power. After troubleshooting the situation and consultation of the checklist, a precautionary engine shutdown was performed. After further discussion, a successful restart was performed, however, the left engine remained frozen at idle power. The decision to notify ATC of the situation was made and an emergency was declared. A second restart attempt was made which resulted in establishing normal power use from the left engine. During the emergency, teteboro airport was selected as the airport of landing. The reasons for this decision were that: 1) runway length at teb was greater than that of neighboring airports such as morristown, 2) the fire and rescue facilities were excellent, 3) both crew members were very familiar with the operations, ie, ATC, geography, facilities, at teteboro. After the successful restoration of power to the left engine, ATC was notified and the emergency was canceled. The approach and landing were conducted under normal operations.

Title: A CPR CE560 CREW HAD TO SHUT DOWN ITS L ENG. INFLT ENG SHUTDOWN. EMER DECLARED. ENG RESTARTED. EMER CANCELED.

Narrative: UPON COMPLETION OF A DSCNT FROM FL370 TO FL200, THE PWR LEVERS WERE ADVANCED FROM IDLE TO CRUISE PWR. THE R ENG RESPONDED NORMALLY, HOWEVER, THE L ENG REMAINED AT IDLE PWR. AFTER TROUBLESHOOTING THE SIT AND CONSULTATION OF THE CHKLIST, A PRECAUTIONARY ENG SHUTDOWN WAS PERFORMED. AFTER FURTHER DISCUSSION, A SUCCESSFUL RESTART WAS PERFORMED, HOWEVER, THE L ENG REMAINED FROZEN AT IDLE PWR. THE DECISION TO NOTIFY ATC OF THE SIT WAS MADE AND AN EMER WAS DECLARED. A SECOND RESTART ATTEMPT WAS MADE WHICH RESULTED IN ESTABLISHING NORMAL PWR USE FROM THE L ENG. DURING THE EMER, TETEBORO ARPT WAS SELECTED AS THE ARPT OF LNDG. THE REASONS FOR THIS DECISION WERE THAT: 1) RWY LENGTH AT TEB WAS GREATER THAN THAT OF NEIGHBORING ARPTS SUCH AS MORRISTOWN, 2) THE FIRE AND RESCUE FACILITIES WERE EXCELLENT, 3) BOTH CREW MEMBERS WERE VERY FAMILIAR WITH THE OPS, IE, ATC, GEOGRAPHY, FACILITIES, AT TETEBORO. AFTER THE SUCCESSFUL RESTORATION OF PWR TO THE L ENG, ATC WAS NOTIFIED AND THE EMER WAS CANCELED. THE APCH AND LNDG WERE CONDUCTED UNDER NORMAL OPS.
