Narrative:

The aircraft was handed off to tpa approach. The automated handoff was directed to the correct tpa approach sector, the handoff was forwarded automatically to the tpa approach combined sector and indicated as accepted. Radio communications were then transferred. A problem was discovered when tpa approach called the sector and stated that they did not take the handoff even though we still showed tpa had track control. The handoff was verified with tpa at this point. This is a recurring problem with tpa approach. We at the center show a handoff as accepted and transfer control only to have tpa approach call and say that they did not take the handoff. This situation has the potential for conflict/incident and has been reported and documented both internally and through the use of unsatisfactory condition reports (ucr). This problem may be attributed to NAS/ARTS computer interface or through tpa approach controller procedures/directives (someone at tpa approach had to push enter to take the track).

Title: ARTCC RADAR CTLR MADE AN AUTOMATED HDOF ON AN IFR SMA TO TPA, HOWEVER, THE CTLR AT TPA CLAIMS THEY NEVER RECEIVED THE HDOF.

Narrative: THE ACFT WAS HANDED OFF TO TPA APCH. THE AUTOMATED HDOF WAS DIRECTED TO THE CORRECT TPA APCH SECTOR, THE HDOF WAS FORWARDED AUTOMATICALLY TO THE TPA APCH COMBINED SECTOR AND INDICATED AS ACCEPTED. RADIO COMS WERE THEN TRANSFERRED. A PROB WAS DISCOVERED WHEN TPA APCH CALLED THE SECTOR AND STATED THAT THEY DID NOT TAKE THE HDOF EVEN THOUGH WE STILL SHOWED TPA HAD TRACK CTL. THE HDOF WAS VERIFIED WITH TPA AT THIS POINT. THIS IS A RECURRING PROB WITH TPA APCH. WE AT THE CTR SHOW A HDOF AS ACCEPTED AND TRANSFER CTL ONLY TO HAVE TPA APCH CALL AND SAY THAT THEY DID NOT TAKE THE HDOF. THIS SIT HAS THE POTENTIAL FOR CONFLICT/INCIDENT AND HAS BEEN RPTED AND DOCUMENTED BOTH INTERNALLY AND THROUGH THE USE OF UNSATISFACTORY CONDITION RPTS (UCR). THIS PROB MAY BE ATTRIBUTED TO NAS/ARTS COMPUTER INTERFACE OR THROUGH TPA APCH CTLR PROCS/DIRECTIVES (SOMEONE AT TPA APCH HAD TO PUSH ENTER TO TAKE THE TRACK).
