Narrative:

On that day, jun/xx/96, I was on a cross country out of hawthorne to rialto. After getting WX I planned my route. My route would have taken me from hawthorne over the cities of south gate, downey, and pico rivera to el monte where WX was better than to rialto. The WX over the mentioned cities was marginal VFR with overcast to broken ceiling at 1500-2000 ft MSL. My planned route would have taken me below the ceiling until el monte. I did not file a flight plan because I had made this trip several times. After departing I noticed my visibility to close to 3 mi in class east below the ceiling. Over downey I noticed large holes opening with blue sky. I climbed to 2200 ft MSL, 300 ft lower than published class B for that area. After getting on top I noticed a sky west brasilia close to my altitude changing its course abruptly. I felt I was well within my limits to fly this course without radar service. In retrospect I should have asked for help.

Title: PVT PLT OF A CESSNA 152, ON A VFR XCOUNTRY UNDER CLASS B AIRSPACE, OBSERVED AN EMBRAER 120 TAKING ABRUPT ACTION TO AVOID THE RPTR WHO HAD JUST CLBED THROUGH A HOLE IN THE OVCST.

Narrative: ON THAT DAY, JUN/XX/96, I WAS ON A XCOUNTRY OUT OF HAWTHORNE TO RIALTO. AFTER GETTING WX I PLANNED MY RTE. MY RTE WOULD HAVE TAKEN ME FROM HAWTHORNE OVER THE CITIES OF SOUTH GATE, DOWNEY, AND PICO RIVERA TO EL MONTE WHERE WX WAS BETTER THAN TO RIALTO. THE WX OVER THE MENTIONED CITIES WAS MARGINAL VFR WITH OVCST TO BROKEN CEILING AT 1500-2000 FT MSL. MY PLANNED RTE WOULD HAVE TAKEN ME BELOW THE CEILING UNTIL EL MONTE. I DID NOT FILE A FLT PLAN BECAUSE I HAD MADE THIS TRIP SEVERAL TIMES. AFTER DEPARTING I NOTICED MY VISIBILITY TO CLOSE TO 3 MI IN CLASS E BELOW THE CEILING. OVER DOWNEY I NOTICED LARGE HOLES OPENING WITH BLUE SKY. I CLBED TO 2200 FT MSL, 300 FT LOWER THAN PUBLISHED CLASS B FOR THAT AREA. AFTER GETTING ON TOP I NOTICED A SKY WEST BRASILIA CLOSE TO MY ALT CHANGING ITS COURSE ABRUPTLY. I FELT I WAS WELL WITHIN MY LIMITS TO FLY THIS COURSE WITHOUT RADAR SVC. IN RETROSPECT I SHOULD HAVE ASKED FOR HELP.
