Narrative:

Flight was cleared to descend from 15000 ft to 7000 ft. At 13000 ft, the captain announced his intentions to level off to clear the tops of WX buildups. Aircraft started to climb 1000 FPM. I advised the captain that he was climbing and did he want me to request a higher altitude assignment. He responded, 'yes, 15000 ft.' I requested 15000 ft from rdu approach who said 'fly heading 190 degrees and he would coordinate higher with ZDC.' our flight leveled at 15000 ft without clearance and once we were clear of the WX, we descended to 7000 ft and advised rdu approach. Nothing further was said of our altitude excursion.

Narrative: FLT WAS CLRED TO DSND FROM 15000 FT TO 7000 FT. AT 13000 FT, THE CAPT ANNOUNCED HIS INTENTIONS TO LEVEL OFF TO CLR THE TOPS OF WX BUILDUPS. ACFT STARTED TO CLB 1000 FPM. I ADVISED THE CAPT THAT HE WAS CLBING AND DID HE WANT ME TO REQUEST A HIGHER ALT ASSIGNMENT. HE RESPONDED, 'YES, 15000 FT.' I REQUESTED 15000 FT FROM RDU APCH WHO SAID 'FLY HDG 190 DEGS AND HE WOULD COORDINATE HIGHER WITH ZDC.' OUR FLT LEVELED AT 15000 FT WITHOUT CLRNC AND ONCE WE WERE CLR OF THE WX, WE DSNDED TO 7000 FT AND ADVISED RDU APCH. NOTHING FURTHER WAS SAID OF OUR ALT EXCURSION.
