Narrative:

Departed pgv VFR to pick up IFR flight plan in the air. I spoke to the J31 who stated that she was west of the field. I departed to the northwest and, through 1500 ft, tuned the radio to contact center. At this time I was approaching 2000 ft MSL. I heard center call traffic (me) to the J31 at 2 O'clock and a mi. She had abandoned the visual approach and was receiving vectors to the ILS. I leveled off. Center advised the J31 that I was at 1900 ft and 1/2 mi at her 2 O'clock. She was at 2200 ft. We never saw one another. I feel that this is a potential problem for the future. When I spoke (on CTAF) to the J31 first officer, she was to overfly the field. I elected to make a left downwind departure northwest to avoid conflict. By changing her approach without advising me, it left me looking in the wrong place for the other aircraft. I know we should all see and avoid, but if we can communication we should.

Title: AN ACR CESSNA 402B FELT UNCOMFORTABLE WHEN AN ACR J31 DID NOT COM PROPERLY ON CTAF. FLC TECHNIQUE COM. NON TWR ARPT CTAF VFR IFR MIX. LTSS.

Narrative: DEPARTED PGV VFR TO PICK UP IFR FLT PLAN IN THE AIR. I SPOKE TO THE J31 WHO STATED THAT SHE WAS W OF THE FIELD. I DEPARTED TO THE NW AND, THROUGH 1500 FT, TUNED THE RADIO TO CONTACT CTR. AT THIS TIME I WAS APCHING 2000 FT MSL. I HEARD CTR CALL TFC (ME) TO THE J31 AT 2 O'CLOCK AND A MI. SHE HAD ABANDONED THE VISUAL APCH AND WAS RECEIVING VECTORS TO THE ILS. I LEVELED OFF. CTR ADVISED THE J31 THAT I WAS AT 1900 FT AND 1/2 MI AT HER 2 O'CLOCK. SHE WAS AT 2200 FT. WE NEVER SAW ONE ANOTHER. I FEEL THAT THIS IS A POTENTIAL PROB FOR THE FUTURE.
