Narrative:

First officer flying into phl on dupont 3 arrival. Between rak and ott we are given clearance to cross jaybo at 15000 ft. I acknowledge on radio, reset altitude alert to 15000 ft, point to altitude alerter and say, 'jaybo at 15000 ft.' first officer says 'roger, 15000 ft.' I check off frequency at XA55 local to get ATIS and have to wait several mins for new ATIS. I check back on at approximately XB02 and brief first officer on ATIS, reset my VOR to eno, and start to look at the airport information and approach into phl. At XB05, ATC calls and asks if we had a restr. I acknowledged 'yes, jaybo at 15000 ft.' he said, 'I show you past jaybo and descending through 18000 ft.' I promptly apologized and said we would hurry down. On the ground, the first officer stated he didn't remember hearing about jaybo at 15000 ft and apologized, even though it is shown on STAR. First officer does union work and only flies once or twice a month. Suggest a response from PF stating both altitude and restr if any restr is involved. Also, keep a closer watch on pilots who fly on a limited basis.

I ACKNOWLEDGE ON RADIO, RESET ALT ALERT TO 15000 FT, POINT TO ALT ALERTER AND SAY, 'JAYBO AT 15000 FT.' FO SAYS 'ROGER, 15000 FT.' I CHK OFF FREQ AT XA55 LCL TO GET ATIS AND HAVE TO WAIT SEVERAL MINS FOR NEW ATIS. I CHK BACK ON AT APPROX XB02 AND BRIEF FO ON ATIS, RESET MY VOR TO ENO, AND START TO LOOK AT THE ARPT INFO AND APCH INTO PHL. AT XB05, ATC CALLS AND ASKS IF WE HAD A RESTR. I ACKNOWLEDGED 'YES, JAYBO AT 15000 FT.' HE SAID, 'I SHOW YOU PAST JAYBO AND DSNDING THROUGH 18000 FT.' I PROMPTLY APOLOGIZED AND SAID WE WOULD HURRY DOWN. ON THE GND, THE FO STATED HE DIDN'T REMEMBER HEARING ABOUT JAYBO AT 15000 FT AND APOLOGIZED, EVEN THOUGH IT IS SHOWN ON STAR. FO DOES UNION WORK AND ONLY FLIES ONCE OR TWICE A MONTH. SUGGEST A RESPONSE FROM PF STATING BOTH ALT AND RESTR IF ANY RESTR IS INVOLVED. ALSO, KEEP A CLOSER WATCH ON PLTS WHO FLY ON A LIMITED BASIS.
