Narrative:

ASOS was generating a special WX that was not correct. It was showing 1800 ft scattered then 1800 ft broken. After the third special I canceled the broken special. 1 min later ASOS was generating another special. I canceled this one and 1 min later ASOS was showing a special again. I didn't have the time to stop every special or do an ATIS for each new WX. I changed the ATIS to say that the WX would be given on initial contact. This is not what the pilot or the controller wants. ASOS needs someone to baby-situation it full-time in changing WX.
