Narrative:

Flight was to repos aircraft from luk to lex. Flight plan (IFR) had been filed from lex to slo prior to departure from luk. Duat briefing indicated that lex had chance of 1 SM in fog until near planned time of departure from luk. Luk terminal forecast noted visibility not lower than 3 SM. At XG30 am updated sa's from duat for lex to luk. XF50 am sa's were normal reports for both facilities. 3 mi was reported at luk and 4 mi at lex. Decided to depart luk VFR and fly the 64 NM to lex under VFR. Started engines and taxied to active. Citation departed first. I had clearance delivery frequency on in backgnd because controller for satellite airports usually works approach control and clearance as single position. Completed runup and taxied out to active, announcing intentions on CTAF. Luk tower was 10 mins away from opening for the day. Departed and switched to departure frequency for monitoring purposes only and heard pilot of falcon that was behind squawking to approach about whether or not I had made radio contact. He stated that field was not VFR. Upon arriving at lex I checked sa for luk and indeed the regular sa at XG50 noted visibility as 2 SM. There were no rs or sp reports issued to note 'sudden' visibility deterioration. Visibility to me at time of departure could have been 2 mi but I 'assumed' that nothing had changed since last checking at XG30 am. AWOS on field has not yet been commissioned.

VISIBILITY TO ME AT TIME OF DEP COULD HAVE BEEN 2 MI BUT I 'ASSUMED' THAT NOTHING HAD CHANGED SINCE LAST CHKING AT XG30 AM. AWOS ON FIELD HAS NOT YET BEEN COMMISSIONED.
