Narrative:

Air carrier X, small transport, advised aoo laa (local airport advisory) taxiing to runway 20 requesting clearance to pit. I called ZOB (tyron sector) for clearance. ZOB advised me of inbound ILS runway 20 (a PA31T). ZOB gave me clearance for air carrier X cleared to pit via runway heading. Radar vectors jst climb and maintain 5000 ft squawk XXXX contact ZOB 121.2. ETA on PA31T XA07 void time on air carrier X XA06. At XA04 air carrier X over radio advised departing runway 2! I told air carrier X to hold position and called ZOB and informed them of situation. I wasn't talking to PA31T yet. The pilot of air carrier X should not have changed runways without informing me. I have no windows in the building. Also ZOB should have included the runway of departure when runway heading is part of the clearance.

FSS SPECIALIST TOLD THE ACR TO HOLD HIS POS WHILE HE COORDINATED WITH THE ZOB ARTCC CTLR WHO HAD RELEASED THE ACR WITH THE PA31 ON APCH. ACR HAD CHANGED HIS DEP RWY WITHOUT NOTICE TO THE FSS OR THE ARTCC.
