Narrative:

Location: sju. No NOTAMS and no mention on ATIS of new runway 8 hold short line at sju, prompted a 200 ft taxi past what looks like part of construction lights on runway 8 at sju, which was not in effect on jun/sun/96 before being advised by tower. The new line is so far back by the ramp area as not to appear as a hold line at all. Please include change on NOTAMS immediately for the benefit of others before they too fall into the trap. Callback conversation with reporter revealed the following information: reporter states there was no information in the company release papers which usually have NOTAMS and airport changes. It would have been helpful to have a heads up of the change since the blinking lights and barricades were quite confusing and the reporter taxied to the place he has stopped at the hold line for the 10 yrs he has been flying into sju. The new line is several hundred ft back. It appears to be part of the ramp. Since reporter complained to company they have given new information, but it seems to indicate that this new hold line is not in effect on sundays when there is no construction. However, the old line has been painted over with black. That just creates more confusion. What is a pilot to do? Supplemental information from acn 338724: we taxied past it to proximity of old hold short line. Line is on parallel taxiway adjacent to construction equipment and lights that it deserves some attention be brought to it. Tower, when asked, said it was notamed. We saw no NOTAM.

Title: B727 TAXIES BEYOND HOLD LINE. HOLD LINE CHANGED AND PLACED SEVERAL HUNDRED YARDS BACK FROM PREVIOUS PLACEMENT.

Narrative: LOCATION: SJU. NO NOTAMS AND NO MENTION ON ATIS OF NEW RWY 8 HOLD SHORT LINE AT SJU, PROMPTED A 200 FT TAXI PAST WHAT LOOKS LIKE PART OF CONSTRUCTION LIGHTS ON RWY 8 AT SJU, WHICH WAS NOT IN EFFECT ON JUN/SUN/96 BEFORE BEING ADVISED BY TWR. THE NEW LINE IS SO FAR BACK BY THE RAMP AREA AS NOT TO APPEAR AS A HOLD LINE AT ALL. PLEASE INCLUDE CHANGE ON NOTAMS IMMEDIATELY FOR THE BENEFIT OF OTHERS BEFORE THEY TOO FALL INTO THE TRAP. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THERE WAS NO INFO IN THE COMPANY RELEASE PAPERS WHICH USUALLY HAVE NOTAMS AND ARPT CHANGES. LINE IS ON PARALLEL TXWY ADJACENT TO CONSTRUCTION EQUIP AND LIGHTS THAT IT DESERVES SOME ATTN BE BROUGHT TO IT. TWR, WHEN ASKED, SAID IT WAS NOTAMED. WE SAW NO NOTAM.
