Narrative:

Location -- 30 M west of cyper, extol arrival to lga. West of cyper eastbound ZBW gave issued clearance from FL290 pilot's discretion to FL210 expect FL180 at cyper. This clearance followed shortly by cleared direct to cyper. The first officer correctly entered FL210 in the fmp altitude window and crosschecked. The captain changed it to FL180 after cleared direct to cyper. He misunderstood the clearance. ZBW caught the deviation at FL207. Climbed back to FL210. Contributing factor: fatigue, multiple trips back and forth between lga and yyz with bad WX. Short duration layover. Recommendation: stop 4 day trips, 5 leg days, short layovers.

HE MISUNDERSTOOD THE CLRNC. ZBW CAUGHT THE DEV AT FL207. CLBED BACK TO FL210. CONTRIBUTING FACTOR: FATIGUE, MULTIPLE TRIPS BACK AND FORTH BTWN LGA AND YYZ WITH BAD WX. SHORT DURATION LAYOVER. RECOMMENDATION: STOP 4 DAY TRIPS, 5 LEG DAYS, SHORT LAYOVERS.
