Narrative:

When on an east flow (landing runway 8/12 at cxy, and runway 13 at mdt) with a departure off runway 12 at cxy and an inbound coming from the southeast on an extended downwind for right traffic runway 8, due to the close proximity of the 2 airports, ARTS data tags often overlap making it difficult to distinguish one's inbound traffic near the airports. Normal traffic pattern for runway 8 is l- hand traffic. With the above situation, several times separation minima was lost. This became an issue between mdt and cxy facilities. Cxy tower requested that mdt approach provide a manual verbal handoff for the inbound traffic. Mdt approach has refused saying that the conflicts don't happen frequently enough. Does an accident have to take place before our requests are met? This is also a reason why cxy tower should be an l-rac. Cxy tower already has a LOA to allow its controllers to use the d-brite for separation. However, the FAA refuses to delegate airspace to cxy citing economic instead of safety reasons for their refusal. Callback conversation with mdt TRACON supervisor revealed the following information: unable to connect with the reporter but was able to speak to a supervisor at mdt TRACON regarding airspace. The supervisor stated that cxy tower is a level 1 facility with d- BRITE radar and has an ARTS data keyboard for flight plan information regarding the TRSA. The tower is located 3.5 mi from mdt, and the only airspace cxy has is the air traffic area/control zone up to 2000 ft. He disputes the reporter's claim of airspace violations without coordination by TRACON. The tower is scheduled to go contract in the near future.

Title: RPTR AT LEVEL 1 ATCT CONTENDS THAT CERTAIN E FLOW AIRSPACE CONFIGNS BY THE PARENT APCH CTL CONFLICT WITH THEIR CLASS D VFR TFC. LEVEL 1 TWR IS EQUIPPED WITH D- BRITE RADAR AND HAS ARTS KEYBOARD FOR INPUT OF VFR TRSA TFC. TWR HAS CLASS D AIRSPACE 2000 FT AND BELOW.

HOWEVER, THE FAA REFUSES TO DELEGATE AIRSPACE TO CXY CITING ECONOMIC INSTEAD OF SAFETY REASONS FOR THEIR REFUSAL. CALLBACK CONVERSATION WITH MDT TRACON SUPVR REVEALED THE FOLLOWING INFO: UNABLE TO CONNECT WITH THE RPTR BUT WAS ABLE TO SPEAK TO A SUPVR AT MDT TRACON REGARDING AIRSPACE. THE SUPVR STATED THAT CXY TWR IS A LEVEL 1 FACILITY WITH D- BRITE RADAR AND HAS AN ARTS DATA KEYBOARD FOR FLT PLAN INFO REGARDING THE TRSA. THE TWR IS LOCATED 3.5 MI FROM MDT, AND THE ONLY AIRSPACE CXY HAS IS THE ATA/CTL ZONE UP TO 2000 FT. HE DISPUTES THE RPTR'S CLAIM OF AIRSPACE VIOLATIONS WITHOUT COORD BY TRACON. THE TWR IS SCHEDULED TO GO CONTRACT IN THE NEAR FUTURE.
