Narrative:

I called the tower to get clearance to takeoff. They apparently said, 'hold short of runway 32.' I read back, 'taxi onto runway 32 and hold.' I had just crossed the runway hold short line when the tower caught my movement onto the runway and requested an immediate stop. They then requested the aircraft on final (approximately 200 ft and 1/4 mi) to go around. Human considerations: I was late for a meeting and was rushed. I was complacent about other aircraft position because of the ATC environment and so didn't look on final before taxiing onto runway 32. Also, a large twin had just taken off ahead of me and I developed a preconceived notion they would have me taxi into position and hold for that aircraft to depart, not thinking of any aircraft being on final. Fixating on the aircraft in front of me, I picked up on the word 'hold' instead of catching the words 'hold short.' also, the tower was quite busy and didn't catch my incorrect readback. Preventive solutions: I should always look on final before taxiing onto any runway. (I always do at uncontrolled airports.) when it comes to flying, a rushed schedule should not compromise thorough, methodical safety procedures. I might have caught my own clearance error had the tower said the reason for the hold short, ie, '...traffic on final.'

Title: RWY INCURSION BY SMA AS PLT FAILS TO UNDERSTAND CLRNC. CTLR SENDS OTHER ACFT ON FINAL AROUND.

Narrative: I CALLED THE TWR TO GET CLRNC TO TKOF. THEY APPARENTLY SAID, 'HOLD SHORT OF RWY 32.' I READ BACK, 'TAXI ONTO RWY 32 AND HOLD.' I HAD JUST CROSSED THE RWY HOLD SHORT LINE WHEN THE TWR CAUGHT MY MOVEMENT ONTO THE RWY AND REQUESTED AN IMMEDIATE STOP. THEY THEN REQUESTED THE ACFT ON FINAL (APPROX 200 FT AND 1/4 MI) TO GAR. HUMAN CONSIDERATIONS: I WAS LATE FOR A MEETING AND WAS RUSHED. I WAS COMPLACENT ABOUT OTHER ACFT POS BECAUSE OF THE ATC ENVIRONMENT AND SO DIDN'T LOOK ON FINAL BEFORE TAXIING ONTO RWY 32. ALSO, A LARGE TWIN HAD JUST TAKEN OFF AHEAD OF ME AND I DEVELOPED A PRECONCEIVED NOTION THEY WOULD HAVE ME TAXI INTO POS AND HOLD FOR THAT ACFT TO DEPART, NOT THINKING OF ANY ACFT BEING ON FINAL. FIXATING ON THE ACFT IN FRONT OF ME, I PICKED UP ON THE WORD 'HOLD' INSTEAD OF CATCHING THE WORDS 'HOLD SHORT.' ALSO, THE TWR WAS QUITE BUSY AND DIDN'T CATCH MY INCORRECT READBACK. PREVENTIVE SOLUTIONS: I SHOULD ALWAYS LOOK ON FINAL BEFORE TAXIING ONTO ANY RWY. (I ALWAYS DO AT UNCTLED ARPTS.) WHEN IT COMES TO FLYING, A RUSHED SCHEDULE SHOULD NOT COMPROMISE THOROUGH, METHODICAL SAFETY PROCS. I MIGHT HAVE CAUGHT MY OWN CLRNC ERROR HAD THE TWR SAID THE REASON FOR THE HOLD SHORT, IE, '...TFC ON FINAL.'
