Narrative:

Misunderstanding in altitude cleared to after leveling at FL230. After several clrncs to lower altitudes in our descent we leveled at FL230. Controller (ZDC) asked us to verify our altitude. I replied 'FL230' with no reply from the controller, I asked if we were supposed to be somewhere else to which he replied 'I thought I cleared you to FL240 but you're ok there.' obviously there was a misunderstanding but we do not know on whose part.
