Narrative:

Cherokee 6, out of annual several yrs, $1600 spent by mechanic to get aircraft ready for ferry flight to long island, ny. Pilot/owner had previous experience in aircraft, but wanted pilot to go along to make sure plane ok. I went along as an observer, not a CFI, and did not intend to make a logbook endorsement. I suggested pilot fly north 15 mi to con and make 1 landing and drop me off at mht and continue on to long island. Engine started running rough 8 M south of con. Very rough at 5 mi and PIC was not able to hold altitude. Headed right for runway. Engine quit 2 1/2 mi from threshold at 700 ft AGL. Very strong headwind. Coming down quick. The PIC said take over. I saw we would not even make the overrun and with only trees short of field. I saw route 3 (2-LANE) just to left and saw the traffic was not too heavy for a landing. Touched down hard on hill on passing lane and there was no injury or damage sustained. Probable problem is fuel injection. Might be considered possible problem with FAA, making a test hop on a ferry permit.
