Narrative:

The C172 was in a tight circling maneuver. The FK10 was given a vector to stay south of the C172. His TCASII does not recognize quick enough that the C172 will continue turning left to remain north of the FK10. It is a recurring problem in our area because the C172's spot fish all summer. We give vectors to the itinerant aircraft and issue traffic calls.

Title: AN APCH CTLR AT ORF HAD A TCASII INCIDENT WHERE AN ACR FK10 RESPONDED TO ITS TCASII. THE TARGET WAS A C172, UNDER POSITIVE CTL, THAT WAS MANEUVERING AS A FISH SPOTTER.

Narrative: THE C172 WAS IN A TIGHT CIRCLING MANEUVER. THE FK10 WAS GIVEN A VECTOR TO STAY S OF THE C172. HIS TCASII DOES NOT RECOGNIZE QUICK ENOUGH THAT THE C172 WILL CONTINUE TURNING L TO REMAIN N OF THE FK10. IT IS A RECURRING PROB IN OUR AREA BECAUSE THE C172'S SPOT FISH ALL SUMMER. WE GIVE VECTORS TO THE ITINERANT ACFT AND ISSUE TFC CALLS.
