Narrative:

I picked up aircraft from mechanic after a ferry tank was installed. Looking at weight and balance on aircraft showed aircraft was in center of gravity limits. After takeoff next day aircraft was almost uncontrollable. After 1 hour 30 mins of flight, aircraft lost power approximately 25 percent. I declared a mayday with ZOA and landed aircraft at half moon bay. Problem was contaminated fuel in ferry tanks and no fuel filter in system. Problem with aircraft center of gravity, the weight and balance was improper data and aircraft was aft of center of gravity envelope. I think more care should have been taken on weight and balance and installation should have not been approved without proper weight and balance and a fuel filter in system.

Title: BEA-36 PLT HAS LOSS OF CTL ON TKOF AFTER INSTALLATION OF FERRY TANKS. DURING TEST FLT ACFT LOOSES 25 PERCENT PWR REQUIRING AN EMER LNDG.

PROB WITH ACFT CTR OF GRAVITY, THE WT AND BAL WAS IMPROPER DATA AND ACFT WAS AFT OF CTR OF GRAVITY ENVELOPE. I THINK MORE CARE SHOULD HAVE BEEN TAKEN ON WT AND BAL AND INSTALLATION SHOULD HAVE NOT BEEN APPROVED WITHOUT PROPER WT AND BAL AND A FUEL FILTER IN SYS.
