Narrative:

Subsequent to 2 flts incorporating both an instrument competency check and flight review my student presented me with a 'wings' form to complete, and asked that since we encompassed all the stated items within 3 hours of training, whether I could endorse it for him. I found no reason not to comply with this request, and did so, completing the form. Upon review of other records I determined that we had only logged 2.8 hours of instruction not the 3 stipulated in the pilot proficiency program. Although this is a minor transgression, and the student performed very well during training, the CFI (me) should always be cautious regarding statements made by the student and should verify that they are accurate.
