Narrative:

A B727 had requested runway 35L for departure instead of the advertised runway 8. A B757 was taxiing on taxiway ed, which is north of the departure end of runway 35L, and was not restr to hold short of spot 37 for the departure. It was discovered too late to issue any instructions to either aircraft. Corrective action may be to specify procedures to use when departing runway 35L and landing 35R, exactly when to request approval and coordinate. The ground controller is responsible to keep the area clear for any departures. I (as local controller) assumed that since the ground controller taxied the aircraft to runway 35L that he would know he would depart runway 35L shortly and that the operation was 'coordinated.' perhaps specific coordination is required. This is not specified in local operations (sops). 1 contributing factor may be that I was distracted because I was giving a briefing and was being relieved from position. The relieving controller was standing between myself and taxiway ed, so I could not see the impending traffic in time to correct. The relieving controller, in fact, was the one to see the problem, although too late to correct.

Title: A B757 TAXIED ACROSS THE EXTENDED RWY OF A DEPARTING B727. NO INTRAFAC COORD OCCURRED BTWN GND CTLR AND LCL CTLR PRIOR TO THE DEP.

Narrative: A B727 HAD REQUESTED RWY 35L FOR DEP INSTEAD OF THE ADVERTISED RWY 8. A B757 WAS TAXIING ON TXWY ED, WHICH IS N OF THE DEP END OF RWY 35L, AND WAS NOT RESTR TO HOLD SHORT OF SPOT 37 FOR THE DEP. IT WAS DISCOVERED TOO LATE TO ISSUE ANY INSTRUCTIONS TO EITHER ACFT. CORRECTIVE ACTION MAY BE TO SPECIFY PROCS TO USE WHEN DEPARTING RWY 35L AND LNDG 35R, EXACTLY WHEN TO REQUEST APPROVAL AND COORDINATE. THE GND CTLR IS RESPONSIBLE TO KEEP THE AREA CLR FOR ANY DEPS. I (AS LCL CTLR) ASSUMED THAT SINCE THE GND CTLR TAXIED THE ACFT TO RWY 35L THAT HE WOULD KNOW HE WOULD DEPART RWY 35L SHORTLY AND THAT THE OP WAS 'COORDINATED.' PERHAPS SPECIFIC COORD IS REQUIRED. THIS IS NOT SPECIFIED IN LCL OPS (SOPS). 1 CONTRIBUTING FACTOR MAY BE THAT I WAS DISTRACTED BECAUSE I WAS GIVING A BRIEFING AND WAS BEING RELIEVED FROM POS. THE RELIEVING CTLR WAS STANDING BTWN MYSELF AND TXWY ED, SO I COULD NOT SEE THE IMPENDING TFC IN TIME TO CORRECT. THE RELIEVING CTLR, IN FACT, WAS THE ONE TO SEE THE PROB, ALTHOUGH TOO LATE TO CORRECT.
