Narrative:

At 1000 ft AGL on initial climb, right pack tripped off. First officer was flying the aircraft. I worked with the so to solve the problem. We followed the communication procedure for a pack trip, but were unable to get the pack to operate. We requested a climb to FL240 (for direction of flight) for a single pack operation. We contacted dispatch out of 16000 ft to advise them of our problem. They informed us that they would contact maintenance control for assistance. When we leveled at FL240 we noticed that the cabin continued to climb. At approximately 9500 ft cabin altitude we requested an emergency descent to 10000 ft. All cockpit crew members donned oxygen masks as the cabin climbed through 10000 ft. Once emergency descent commenced we requested a diversion from dispatch. They selected tpa as the diversion airport. To reduce to maximum landing weight, we leveled at 6000 ft and started the dumping procedure. We dumped 7000 pounds of fuel to reach a landing weight of 157000 pounds. We advised the flight attendants, this was a code yellow emergency. We landed at tpa without incident. No emergency equipment was requested. Note: during loss of cabin we tried to maintain cabin in standby and manual position, but were unable.
