Narrative:

The aircraft would not pressurize after departure. We found the cause was the 'electronics compartment door' light was on. This required a return to cleveland to correct the problem. The first officer and I both had performed an outside inspection at different times because of 2 hours ground time between legs. The electronics door was not observed to be open at the time these inspections were made. These inspections were accomplished prior to maintenance completing their work on the aircraft. When they finished, they signed the log indicating the work was complete and the aircraft was airworthy. Prior to push, the ramp agent informed us via head set that his inspection was complete and all doors and panels were closed. The electronics door light was not on at this time. The annunciator panel was checked several times in the process of performing after start and taxi checklist and the electronics door open light was not on. When I checked the annunciator panel before takeoff, there were 2 lights on. They were: 1) the 'APU generator off' light, and 2) the 'rudder travel unrestr' light. The 'electronic compartment door' light was not on. If the east&east door was not secured in the closed position the light on the annunciator panel should have been on. It was not. Title: ACFT EQUIP PROB. ELECTRONICS COMPARTMENT DOOR OPEN INFLT WITH NO WARNING LIGHT. UNABLE TO PRESSURIZE ACFT. FLC RETURN LAND.

Narrative: THE ACFT WOULD NOT PRESSURIZE AFTER DEP. WE FOUND THE CAUSE WAS THE 'ELECTRONICS COMPARTMENT DOOR' LIGHT WAS ON. THIS REQUIRED A RETURN TO CLEVELAND TO CORRECT THE PROB. THE FO AND I BOTH HAD PERFORMED AN OUTSIDE INSPECTION AT DIFFERENT TIMES BECAUSE OF 2 HRS GND TIME BTWN LEGS. THE ELECTRONICS DOOR WAS NOT OBSERVED TO BE OPEN AT THE TIME THESE INSPECTIONS WERE MADE. THESE INSPECTIONS WERE ACCOMPLISHED PRIOR TO MAINT COMPLETING THEIR WORK ON THE ACFT. WHEN THEY FINISHED, THEY SIGNED THE LOG INDICATING THE WORK WAS COMPLETE AND THE ACFT WAS AIRWORTHY.
