Clearance was 'fly heading 270 degrees and intercept ptw 059 degree radial to lanna.' crew member put FL270 in the altitude window and engaged VNAV. Other crew member did not notice. Assigned altitude was 17000 ft. Nyc called at FL190 aircraft got as high as FL195. Aircraft was handed over to N90 prior to leveloff at 17000 ft and was immediately cleared to FL280. Crew members did not verbalize altitude.
