Narrative:

Cleared to descend to FL270. At FL275 received TCASII 'traffic' followed shortly afterward by 'climb, climb.' all 3 crew members looking outside for traffic which was never seen or reported by tokyo center. At first indications of 'climb' command, no action was taken by PF. So directed PF (copilot) to start climbing. Autoplt was off and a climb was initiated until 'clear of conflict' command from TCASII (approximately FL280). Copilot later stated he had not responded to TCASII climb due to being 'outside' looking for the traffic (at 3:30 O'clock position on TCASII display) and because he could not see the red marks on the vsi indicating climb command due to direct sunlight on vsi. An airline aircraft was level at FL260, but the geometry of our descent to FL270 caused RA.

Title: THE FO DID NOT RESPOND TO THE FIRST TCASII RA TO CLB BUT DID TO THE SECOND AT THE SO PROMPTING. THE TCASII OCCURRED DUE TO RATE OF DSCNT AND NOT BECAUSE SEPARATION WAS LOST.

Narrative: CLRED TO DSND TO FL270. AT FL275 RECEIVED TCASII 'TFC' FOLLOWED SHORTLY AFTERWARD BY 'CLB, CLB.' ALL 3 CREW MEMBERS LOOKING OUTSIDE FOR TFC WHICH WAS NEVER SEEN OR RPTED BY TOKYO CTR. AT FIRST INDICATIONS OF 'CLB' COMMAND, NO ACTION WAS TAKEN BY PF. SO DIRECTED PF (COPLT) TO START CLBING. AUTOPLT WAS OFF AND A CLB WAS INITIATED UNTIL 'CLR OF CONFLICT' COMMAND FROM TCASII (APPROX FL280). COPLT LATER STATED HE HAD NOT RESPONDED TO TCASII CLB DUE TO BEING 'OUTSIDE' LOOKING FOR THE TFC (AT 3:30 O'CLOCK POS ON TCASII DISPLAY) AND BECAUSE HE COULD NOT SEE THE RED MARKS ON THE VSI INDICATING CLB COMMAND DUE TO DIRECT SUNLIGHT ON VSI. AN AIRLINE ACFT WAS LEVEL AT FL260, BUT THE GEOMETRY OF OUR DSCNT TO FL270 CAUSED RA.
