Air carrier X, H/MD11, taxiing out for departure. Given instructions out of ramp to runway 13R, right 'a', left 'north', right 'P.' air carrier X taxied right 'a' and continued on taxiway 'ka' encroaching on runway 13R. Air carrier Y on short final to runway 13R was sent around. Air carrier X could not answer the question if he was holding short on runway 13R. It appeared that he was over the hold lines.
