Narrative:

There are restr areas, MOA's, and an area all inclusive called the palatka high ATC assigned airspace (atcaa). The military is supposed to schedule this airspace for operations. However, routinely they violate the times, violate the airspace and violate the altitudes. On may/fri/96 this airspace was scheduled for XM40 for 1 hour or 3 hours, I can't remember, but at XM20 an aircraft entered this space and climbed unrestr to FL245. At this time the airspace is open to civilian traffic from 12000 ft and above.

Title: ARTCC RADAR CTLR OBSERVED A MIL ACFT ENTER R2907A AND CLB INTO A COLD ATC ASSIGNED AIRSPACE PRIOR TO COORDINATED RELEASE TIME.
