Narrative:

About 20 mi east of lga, called to ask for lga transition to ldj (my home base). They gave me a descent to 2000 ft, then came back with 'unable, remain below the floor of class B.' at this time a bizjet crossed in front of me, above me by approximately 300 ft and less than 2000 ft in front of me. Traffic was not called. Other information from new york was that lga was on 'backup radar' and not accepting any more class B traffic. Incident #2: I turned west at co-operation city towards the hudson river corridor. New york approach told me to 'squawk 1200.' I was at 1400 ft under the 1500 ft floor. An ATR42 brushed past my left wing, my altitude, about 1500 ft away, same direction of flight. Incident 3: at the holland tunnel, 1000 ft, I was sbound on the west bank of the hudson. A helicopter was sbound, 1000 ft on the manhattan shore. An ATR42, an ewr departure, flew between us northbound, also at 1000 ft. Summary -- it is absolutely imperative that the FAA get adequate separation system that do not break. I had 3 close calls in 20 mins. New york approach was using the space under class B to route planes arriving and departing primary class B airports. Note that this was tuesday, not a pretty VFR saturday! Do we need another midair before the FAA (or its successor) gets its act together?!

Title: PLT OF AN SMA SEL BECAME ALARMED AND COMPLAINED ABOUT ATC NOT HAVING SUFFICIENT BACKUP RADAR TO HANDLE THE BUSY TFC IN THE IN AND AROUND THE NEW YORK CLASS B AIRSPACE IN VMC CONDITIONS. SINCE HE HAD 3 CLOSE ENCOUNTERS WITH OTHER ACFT, HE BELIEVES SOMETHING SHOULD BE DONE TO PROVIDE MORE RELIABLE EQUIP FOR ATC.

DO WE NEED ANOTHER MIDAIR BEFORE THE FAA (OR ITS SUCCESSOR) GETS ITS ACT TOGETHER?!
