Narrative:

First officer was PF, I was PIC and performing duties of PNF. We were cleared to intercept runway 7 localizer and maintain 10000 ft altitude. This was a change from our previous planned approach (visual to runway 16) with first officer on intercept heading, I looked to radio control to retune radios for new approach. When I looked back at flight instruments, first officer had flown through localizer and initiated a descent through 9700 ft. I told him to turn to intercept localizer and climb back to 10000 ft. He did both. Subsequently cleared to descend to 8000 ft then cleared for approach. First officer had elected to fly approach using only raw data (no FMS or flight director). This was my first time flying with this pilot. To preclude this from recurring, I may require unfamiliar crew member to use all available resources until I'm confident in their abilities.

WHEN I LOOKED BACK AT FLT INSTS, FO HAD FLOWN THROUGH LOC AND INITIATED A DSCNT THROUGH 9700 FT. I TOLD HIM TO TURN TO INTERCEPT LOC AND CLB BACK TO 10000 FT. HE DID BOTH. SUBSEQUENTLY CLRED TO DSND TO 8000 FT THEN CLRED FOR APCH. FO HAD ELECTED TO FLY APCH USING ONLY RAW DATA (NO FMS OR FLT DIRECTOR). THIS WAS MY FIRST TIME FLYING WITH THIS PLT. TO PRECLUDE THIS FROM RECURRING, I MAY REQUIRE UNFAMILIAR CREW MEMBER TO USE ALL AVAILABLE RESOURCES UNTIL I'M CONFIDENT IN THEIR ABILITIES.
