Narrative:

All runway markings, including temporary, should be prominent enough to be readily identifiable from the air and should be consistent with FARS. The national procedures for temporary runway markings are inadequate, and are not published to the flying public. This is in reference to our temporary displaced threshold. The temporary markings are too small to be idented during periods of low visibility and when landing from the opposite direction, ie, the displacement is at departure end. We have had aircraft roll into the closed section when landing, and aircraft back taxiing into the closed area and then taking off even though they are advised it's closed and takeoff will be at their own risk. The following diagram shows our current confign. Callback conversation with reporter revealed the following information: reporter stated that the temporary restr is notamed and is included in the ATIS broadcast. He stated that some pilots are having a difficult time locating the restr area. He indicated that a line has been painted across the runway at the point where panels are located to identify the displaced threshold. He implied that the problem still exists by stating that 3 acrs recently made excursions into the restr area. It is the reporter's opinion that the national method of marking a temporary runway closure should be the same as it is for a permanent closure by using the chevron markings. Reporter feels that this would help the pilot flight crew more readily locate and avoid the restr area.

IT IS THE RPTR'S OPINION THAT THE NATIONAL METHOD OF MARKING A TEMPORARY RWY CLOSURE SHOULD BE THE SAME AS IT IS FOR A PERMANENT CLOSURE BY USING THE CHEVRON MARKINGS. RPTR FEELS THAT THIS WOULD HELP THE PLT FLC MORE READILY LOCATE AND AVOID THE RESTR AREA.
