Narrative:

ATC called and TCASII pop-up traffic was at 5 mi, 12 O'clock, 500 ft low and closing. At 3 1/2 NM on TCASII, I requested a turn from our assigned 270 degree heading. ATC issued 300 degrees. In the turn, at 2 NM on TCASII, traffic showed 300 ft low. The TCASII RA commanded climb, climb, now. We complied with the RA and climbed to 10900 ft without further incident. Low risk. Upon reaching 10900 ft traffic was visual to us.

Title: A FLC RESPONDED TO TCASII RA COMMANDS AFTER THE CTLR'S VECTOR FAILED TO KEEP THE PROX OF ACFT FROM TRIGGERING AN RA. THE FLC CLBED 900 FT BEFORE THEY WERE ABLE TO SEE THE TFC VISUALLY.
