Narrative:

The leading edge flaps transit light forward panel annunciator light was on. All overhead indications were green. Took off under MEL requirements we thought. This problem occurs often in B737 and we are used to it. Unfortunately flaps would not retract after takeoff. En route back to fll I realized overhead was in fact all green but leading edges were full extend, not extend. If we had realized this before takeoff we obviously would not have taken off. Made normal landing at fll. Company put out notice to all pilots within 3 days since most agreed they would have fallen for the same trap, if you will. Maintenance found 2 hydraulic fuses blown.
