Narrative:

While diverting around the eastern side of dca, in all of the thunderstorm avoidance flight turning wbound and close to dca did not verify exact radial/DME to avoid flying over P56. Also, when given turn to intercept final for rosslyn lda, left turn to intercept was made vice possible instructions to make the turn a right one. Aircraft was dodging numerous radar echoes to find the best course. Approach was abandoned when intercept and proper altitude loss within close proximity to field was not obtained.

Title: MANEUVERING AROUND RADAR ECHOES AND VECTORED BY APCH CTL, RPTR FLC SUSPECTS THEY FLEW CLOSE TO P56. APCH CTL GAVE AN INTERCEPT HDG FOR THE APCH, BUT THE FLC WAS TOO CLOSE AND HIGH AND DID A GAR.

ACFT WAS DODGING NUMEROUS RADAR ECHOES TO FIND THE BEST COURSE. APCH WAS ABANDONED WHEN INTERCEPT AND PROPER ALT LOSS WITHIN CLOSE PROX TO FIELD WAS NOT OBTAINED.
